Suitland Federal Center, Highest Best Use
Maximizing the utilization of a Federal campus
The Suitland Federal Center is a 226-acre federal campus located in Suitland, MD housing various federal agencies. A few vacant and decommissioned facilities and undeveloped parcels were also present at the time. The General Services Administration (GSA) commissioned Nandinee Phookan Architects (NPA), Metropolitan Architects and Planners, Inc. (MAP), and Bolan Smart Associates to conduct a Highest and Best Use Analysis for the current and planned available parcels.
A cost-benefit and return on investment analysis were performed for 5 scenarios developed by the team, including short, medium and long-term options. The team also recommended near-term improvements to perimeter security and access and shuttle service to the metro station. Also suggested was an update to the 2002 Master Plan targeting higher build-out densities and funding for investment on campus infrastructure for current tenants and future development.
