The Master Plan provided a 5-year and a 10-year framework for meeting current and future facility needs. The Master Plan updated initiatives of an earlier Facility Plan (also developed by MAP) and provided for a gradual, flexible, implementation within the context of the Judiciary Square Master Plan. Core considerations included: historic buildings/district; incorporation of ongoing initiatives; uninterrupted operations; departmental needs; building operations and infrastructure; space needs and anticipated growth; future initiatives; and budget strategies.
